This question really is an easy question, but it really depends on some stuff like “How much can I stop time for?” or “How many times can I stop time after one use?”.
Well if we put it into perspective, if I get all of the answers as “infinite” or a very high number that I believe is enough (like for example 300 hour time stop for 20 uses) than I would be choosing “time stop” over “time travel” and it wouldn’t even be a fight that is fair for both parties to argue about…
But there is still a chance that I might also pick “time traveling”.
If it answers the questions “How many times can I time travel?”, “Once I time travel, will my consciousness still be in the present? Or will it change to one of those time line?”,”How far can I time travel for” or “Will I be immortal at those time periods?” positively then I would choose time travel over a short-term “time stop” with one use.
In the end, controlling time is a big responsibility and should not be given to people who may use it for the evil. Both are good in their prime but I give the slight edge to “time stop” since its less complex and can not affect the future timelines if something goes very wrong.
