Education Or Morality

In order for people to build earthquake resistant structures without supervision, Is the basic principle required education or morality? I am going to talk about it. First of all, if you want to make a good structure, you should need education for how to make it but if you are far away from morality nothing matters. For example; you get education and you are so smart that you use fewer number of materials and you made the house or the structure in fault line, it doesn`t matter you get education if you do them. The things are very simple and easy. If you do them all the people haven`t need to worry about it and they don`t need to call someone to control the building. If the person who isn`t smart and get education, they just loss 4 year from their life. As I told you everything is very simple and easy to do. Remember, life isn`t a cheap thing.
